I don’t think a visitor can post new article. Unless you use plugin.

what happens if every new user is given the author role?

You may use FV Community News to let visitors submit article, but you need to manually approve their submissions.

@Ceveni: I think this theme is only available in Wordpress. Maybe you can try contact the author and ask for a conversion to blogger template.
